Iowa Open Records Request – Iowa Public Information Board – The Deployment of 12th Fleet – Section 02 of 09

1. Open Records Request

The following records are being requested from the Iowa Public Information Board in accordance with Iowa Code Chapter 22.

I respectfully request that Iowa Public Information Board Executive Director Erika Eckley provide evidence to the people of the State of Iowa, including public records requests or other correspondence related to historical public records requests that she allegedly has in her possession that the Iowa Court has determined violates Iowa Code Section 708.7 or the below references showing the Iowa Legislature’s definition of “abuse.”

I respectfully submit that if Iowa Public Information Board Executive Director Erika Eckley fails to provide this evidence supporting statements that she deployed in support of her proposed Iowa Code Section 23.8A Vexatious requester petition in September 2023, it is reasonable to conclude that she lied to the people of the State of Iowa and the Iowa Press while seeking augmented political power for herself and the board that the Iowa Press has documented recently attempted to raise her annual salary.

“We’ve had some issues with individuals filing hundreds of requests and engaging in abuse – what many would consider abusive and harassing conduct related to those,” Eckley told the committee. “And so looking at it there’s not a lot that individuals can do if they’re in that situation. There’s very little that they can do other than to continue to just take the harassment and continue to have to review the information from that individual to make sure they are complying with their (Open Records Law) requirements.”

The State of Iowa articulates and defines the definition of abuse in References (8.) – (10.) and (12.) and (13.). Evidence shows that Iowa Public Information Board Executive Director Eckley alleged citizens were manifesting “abusive and harassing conduct” while requesting public records. The Iowa Attorney General’s Office advises that most requests for records are routine and should be handled immediately. Chapter 22.8(4) allows for a “good-faith, reasonable delay” under certain circumstances, including determining whether the records are confidential and not available to the public. The official having custody of the records being sought is allowed up to 20 calendar days to determine whether the documents should be released, but such delays should not ordinarily exceed 10 business days.

The Iowa Supreme Court ruled in a 2013 case (Horsfield Materials Inc. v. City of Dyersville) that a government agency can have additional time to comply with a public records request when “the size or nature of the request makes prompt access infeasible.”

If there is a copying fee, please inform me in advance if it is more than $0. Iowa Code Chapter 22.3 states that the fee shall not exceed the actual cost of providing the service.

Note: The Iowa Public Information Board communicated in response to a records request on 24 JAN 2024 that it had no public records indicating the originator of this records request had violated Iowa Code Section 708.7 in contrast to the narrative that the evidence shows the Iowa Public Information Board maliciously and unethically constructed publicly in August and September of 2023 as supported by direct (electronic mail) and indirect (public statements) evidence shows the Iowa Department Board deployed while seeking it’s desired sum that appears to be a complete violation of Sections 9 and 10 of Article 1 of the Constitution of the State of Iowa and the 5th Amendment to the Constitution of the United States of America.

The State Attorney General: “You look a little lost.”
Cipher Hunter: “I’m not. Commissioner, your department’s law enforcement partners and the Iowa Public Information Board dropped these false allegations of criminal conduct on your way out.”
The State Attorney General:  “Something seems amiss.”
The State Safety Commissioner: “Correct me if I’m wrong Merritt, but I thought we had an understanding.”
Cipher Hunter:  “No.”
The State Attorney General: “Those are your winnings slugger.”
The State Safety Commissioner: “This is a gag; pick up your allegations of criminal conduct Merritt be thankful you’re not in a jail cell, and get out of here.”
The State Attorney General:  “If a jail cell is not enough, tell us what you have in mind.”
Cipher Hunter: “To hit away in the Iowa Court.”

The State Safety Commissioner:  “I thought I could rely on your honor Merritt.”
Cipher Hunter: “You’re about to.”

The State Safety Commissioner:  “You’re a foolish foolish man. You’ve forgotten something, your past.”
Cipher Hunter: “I don’t care, go on, get on the phone call the Iowa Capital Dispatch.”
The State Attorney General:  “No, that won’t be necessary, I like the action.”
Cipher Hunter:  “Then let it ride.”
The Public Information Board Executive Director: You harassing abusive monster.  I hate you. I hate you.”
Cipher Hunter:  “You were right Executive Director, we have met before.”
The State Attorney General:  “You know you’re a lot weaker than I thought with your health issues.  What do you think this changes?”
Cipher Hunter:  “Why don’t you call the Des Moines Register. Maybe they can draw a picture of you in a Wisconsin bird bath for the morning paper.”
The State Attorney General:  “You’re yesterday’s news kid. You’ve served your purpose. You have a great gift, a talent, but it’s not enough. I think you’re a loser and a sucker.”

Are we a state of conscience, or are we a state of elected and appointed leaders who deploy words supported by zero evidence while building prejudice against those opposed to our desired sum?

Time and the fourth dimension are where Truth is revealed.  In order to reconstruct the historical form of elements in the first three dimensions, we must study the physics of the energy that is directing their current heading.

The question is, do we have the honor, courage, and commitment to stay the course and understand these historical events and the ones that are to come by forming conclusions based upon the waves of energy emanating from the center of these historical events, which provide evidence of what we are no longer able to witness?

2. The Form of the Iowa Class Battleship – BB-61/BB-63

If the words I speak are not a reflection of the Truth, don’t whisper false allegations of criminal conduct supported by zero evidence among yourselves in the lofty places you frequent before calling the Iowa Capital Dispatch.  I respectfully request you prove it in the Iowa Court and test the metal of the warship that evidence shows entered Sweet Corn Bay in July 2017.

If we speak and defend the Truth on this Earth, we will be hated, we will be attacked, we will be persecuted, criminalized, and crucified. So I say let them come. LET THEM COME! COME ON!

3. The Fragility of Tyranny’s Darkness

The truth regarding the price of freedom, liberty, and equal rights for all of God’s children is revealed by the light of a United States Navy Tomahawk missile launch that halts the deceit of the blinding darkness of night at sea.
